Why is the poverty percentage not a headcount?
How to distinguish a poverty rate from the number of people in poverty.
The 8.25 percent figure is the share of the population below the BPS poverty line in September 2025. It does not mean 8.25 million people.
What the measure covers
Converting a percentage into a count requires a denominator with the same period and coverage.
BPS measures poverty with a stated method, poverty line, period, and reference population. The percentage should remain paired with its reference month.
How to compare it
Compare equivalent periods and check that the definition and geographical coverage match. Do not combine the rate with a population projection from a different period.
Limits on conclusions
One poverty indicator does not summarise all welfare outcomes. Use supporting indicators for questions about inequality, employment, or living costs.
